二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；

3.3未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单[以查询的提交首次响应文件截止之日前3年内的信用记录为准]。
(c)Specific qualification requirements for this program:3.1 suppliers registered in the warehouse according to the“Shanghai municipal government procurement supplier registration and integrity management measures” 3.2 this project is specifically targeted at small and medium-sized enterprises procurement; 3.3 not listed in the credit China website (< URL >) list of persons against breach of trust, list of parties involved in major tax violations and list of records of serious breach of trust in government procurement on the China government procurement network (www.ccgp.gov.cn )[ subject to the credit history of the 3 years prior to the date of submission of the first response document for enquiry ] .
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
